Here we see someone pulling off a 999 IQ move: giving themselves a ticket before the cops have a chance to issue one. The idea is that, since they already “have a ticket,” the police can’t give them another one.
It’s such a hilariously over-the-top “big brain” strategy that, in the joke, even Harvard is impressed enough to offer them a scholarship. Of course, this is purely for comedic effect—it doesn’t actually work in real life!
