Basically, this joke is a wordplay, or a pun. The news reports that someone has been stealing tires from cop cars, and then says the police are “working tirelessly” to catch the culprit.
The wordtirelesslyis funny here because it usually means working nonstop, but since the police cars literally have no tires, the word takes on a second, literal meaning.
